Coastal Regulation Zone (CRZ) - Environmental Protection and Regulated Development

📖 Introduction

Coastal Regulation Zone (CRZ) laws and activities are intended to protect the environment, biodiversity, and natural resources in coastal areas while ensuring regulated development. The Central Government has implemented Coastal Regulation Zone (CRZ) notifications to control uncontrolled construction, coastal erosion, pollution, and environmental degradation.

🗂️ CRZ Categories

🌿 CRZ IA

Ecologically sensitive areas, mangroves, protected ecosystems, and similar zones.

🌊 CRZ IB

Intertidal zone between the high tide line and low tide line.

🏘️ CRZ II

Substantially developed urban/rural coastal areas.

🏡 CRZ III

Relatively undeveloped rural coastal areas.

🚤 CRZ IV

Water area from the Low Tide Line up to 12 nautical miles seaward and tidal-influenced water bodies.

🏡 CRZ III A

  • No Development Zone (NDZ) up to 50 meters from the High Tide Line (HTL) of the sea.
  • New constructions are not permitted in this zone.
  • Reconstruction and repair of authorized buildings will be permitted subject to conditions.
  • Beyond 50 meters (up to 500 meters), Ground + First Floor with a maximum height of up to 9 meters is permissible.

🏘️ CRZ III B

  • No Development Zone (NDZ) up to 200 meters from the High Tide Line (HTL) of the sea.
  • Restrictions apply to new constructions within 200 meters.
  • Reconstruction of authorized residential buildings is permissible.
  • Beyond 200 meters (up to 500 meters), Ground + First Floor up to a height of 9 meters can be permitted.

📋 Key Guidelines

  • The 2019 Coastal Zone Management Plan (CZMP Map) must be verified prior to undertaking constructions in CRZ areas.
  • Local self-government institutions may grant permission for residential building construction up to a plinth area of 300 square meters.
  • Applications exceeding 300 square meters must be submitted for the consideration of the Kerala Coastal Zone Management Authority.
  • Details such as Building Plan, Site Plan, Geo Coordinates, and HTL Distance must be compulsorily included.
  • The CRZ status of the property must be confirmed before granting CRZ permission.

⚠️ Important Notice

Construction activities in CRZ zones must strictly comply with existing laws and guidelines. The Kerala Coastal Zone Management Authority reserves the right to revoke construction permits issued without adhering to the prescribed norms.
